2 parties attended now, not even close to completing it, is it poorly scaled? or poorly tested?

I have no problems whatsoever completing them - 3 for 3 for one toon and 4 for 4 for another.

If you have problems, perhaps try some different worlds with active players you can play with. Typically, I just followed the large crowd and know where the pumpkins are. I can see perhaps a problem in densely populated worlds like Legacy Only Worlds though when you are about the only soul there. I'll think it may be hard to find pumpkins all by yourself.
