it is been recently happening to me and many others( see also QFC:14-15-287-66288186),that you are unable to complete quest that old black magic part #4 the drummer.
here is what stops me from moving on:
when you abtained drumstick drop and speak to the lady grey about "drummer",it is supposed that she will "translate" the spirit of rhythm and say something about his drum.
but actually the chat window will skip this and immediately loop back to the option"drummer"again and forever.
if you try to speak to spirit himself,nothing will happen.
if you destroy your drumstick and speak to lady grey,you will not have it back,despite examine says otherwise.
if you go out with drumstick and rent a boat,you will not be able to scan as supposed progress.
I already submitted bug report twice in the game and for 3 days,the problem doesnt seem to be viewed or resolved,and the other thread mentioned above wasn't replied by any JMOD yet.
Please help out and fix it asap.I believe I am not the only one frustrated.

You are not alone, I have also submitted a bug report and there are multiple users on Reddit posting similar situation. No idea how long this kind of thing takes to fix but my experience is weeks rather than days :(

as said above,I have done this TWICE already and so far jagex is not doing their job at all.

They'll get to it. They get lots of reports and sift through them by severity. People on Reddit made Jagex aware of this and submitted a report.

It is not a 100% guaranteed drop even during the quest, but it will be guaranteed after an "uncommon" number of trials.
