I believe so. If you were to acquire the shard from every other task besides the combat, quest (since two of the three required quests feature combat) and the boss task, then you would be able to acquire the cape.

To reiterate, the following tasks will provide you with enough shards without requiring any combat:
Jagex Account (awards two shards)
Gathering
Artisan
Support
Clue
Buy
And Premier
It's nice to be important, but it's more important to be nice.

I've only been able to get a hold of 2 clue scrolls which both required level 10 combat stats of I've had to get rid of them so the likely chance of me getting another is very slim especially when I'm spending a lot of time at beach.

EDIT1: Actually just remembered I can get them through yak track on the beach because that's where I got them from lol but I have low skill levels at the minute so I'll have to hope they give more than the 2 easy ones I got from them.

Oh yea, I forgot that clue scrolls also occasionally involve combat, my bad.

Although the daily sandy clue that can be picked up from Reyna at the beach is also able to provide the clue shard, and that one I know doesn't include any combat whatsoever. So if you aren't already, make sure to pick them up and do them as well.
And in case you haven't been doing them, don't worry. The clues from the previous days that you have missed can still be picked up and completed once you have completed your current one.

i can't do them because it keeps asking me to go places i can't access like sopphenam and ape atol

edit1: I did the sandy clues by refeshing them several times but apparently you can't get it from them scrolls.

no you can't as you need to be on a members world plus i've completed the 1's i could and someone told me you can't get them from sandy clues.

Easy and medium clues don't require combat. You can always downgrade all clue scrolls to easy, thanks to RS3.

You can swap a clue scroll with a new one with the Globetrotter Backpack. Very cool in RS3 only.

Besides, you can do Croesus for the Boss shard.
