Light travels at the speed of light and an electrical impulse is not that much slower. IF you are a healthy human being you can react much faster than that.
The game expects you to process and choose an attack in 1.8 seconds over and over while each attack comes off cooldown.
While this you just have to click off when the spot moves.

I haven't completed anything fort related yet. I will eventually.
Maybe it'll be good to get 120 construction there..I got no clue

This, exactly this is the reason I wound up with that achievement. I read the tooltip or popup or w/e thingy said keeping it at 100% would be the best experience and fastest completion, so I did it. Didn't even realize there was an achievement. Did it on like the second or third wall segment, and wound up with 4 or 5 other 100%s finishing the fort. It really wasn't particularly difficult imo.
There are a lot of people who AFK RS, true, but one shouldn't underestimate the playerbase's dedication to efficiency. A lot of us just wanted comp back as fast as possible so we could go back to doing whatever else it was we wanted to be doing.
Not even particularly sure what your point was though, tbh.

Oh! everyboey who has a QPS should be getting at least 350 tears from Tears of Guthix every time they try then.

It won't change the context. Perfect Build is similar to Tears of Guthix. Not that they are hard but it is just not as easy as they seem to be on the surface to get an actual perfect score in either one.
