It's a bit wonky, IMO.
In my experience, if I login at the main runescape.com page and enter my authentication, and later simply close the browser without loggin out, then it remembers me when I come back, so long as I go to the main page and click login from there.
If I try to login from a sub page, it asks for the authentication Every Single Time, even when the main page remembers me.

I normally have the vis wax forum page saved and been going from there but made me log in every time. If I save the main page then I am still logged in.
Edit: Never mind it still logs me out, but if I am in lobby and click one of the news posts it opens up another window where I am logged in.
