So Same issue. All requirements met and supplies on hand. Talked to Bill and Oak. Blueprint for wall shows all met but quest and need to build cabin first. Cabin shows all met but need quest. Have opened east wall print and talked to Bill, then Oak , Nothing. Very frustrating. HELp

Hey, I was confused too, but here's what helped me.

I had to go to the blueprints table and select the "Fortifications" tab at the top of the menu. With that option selected, you will see that the fortifications can be built. I then had to go outside of Fort Forinthry and circle around to the east side of the walls. From there, you will have building nodes.

ETA after building the wall, talk to Oak and then Bill to fully unlock the Woodcutter's Grove Tier 1. It's weird they do not have these steps included in the quest to ensure players complete it.
