If anyone wonders why this is so important, the game has regional login servers that hook you up to the game. If your login server is down you get to sit there and watch 30,000 other people play.
It only happens to people in that region, so it might not be noticed for a while, until someone logs in/out or world hops.
The best thing is to get word out as soon as you confirm the offline message, and it is still there a minute or 2 later. These don't usually fix themselves. Today was convenient because update day, but off hours you want to post about it somewhere. If someone already posted, jump on, because that adds the weight of 10 people who haven't posted.
It's also important to post the region of the login server you use. Some might not want to post their location, but it's a wide area, generally matching the regions listed on the world select interface.
If you do post about a login server down and it comes back up, you are a bit responsible for also posting that part of it. To then lower the alarm.
