No one can make an account for you. You need to make your own.
Click Account top right of the page and it will say " New Here? Create an Account "
There you go.

Not sure why you used " Stake " as your title.
If you need help on recovering your other account you can ask in the Account Help section.
Also scratching my head here and spitballing. Maybe You logged into Old School and say nothing there. Thats because Old School is a spin off of RS3 which came out a few years back. Make sure you log into the game you wish to play and if thats RS3 I suspect you will find all your items and stats there. Old School you start from scratch.
