additional action bars

i no you can have 4 additional bars and select whats on there.

but my question is when you click on one to display you can only chose 1-10 but in the options there are 18.

it wont allow me to select 11-18 is there something im missing like members or you have to buy access? if there not selectable whats the point in them?

i have the first 3 as 8, 9, 10 and like the 4th be 11

You're correct. Non-members only get ten bars.
