There's more that doesn't look right with that screenshot - in the top right there should be a "Settings" button, and if you are logged in with a Jagex Account, your Jagex Account username should also be there with the option to log out.

I'm wondering if this is because of your screen resolution, it looks fairly small compared to most modern monitors. If possible try changing your screen resolution and see if that changes what the Jagex Launcher looks like when its loaded.
