The RSOF is closing because it doesn't worth Jagex's time and money to maintain a website service with only a few concurrent users. However, it will not just well worth the time, but may also be a necessity, when the new platform generates a lot of traffics of hundreds of concurrent users and more importantly revenues.
The plain and undeniable fact is Jagex have plan for bigger website services with RS3 and OSRS as part of them. This doesn't mean there will be the same or even similar RSOF services on the new platforms but nonetheless there will still be RS3 and OSRS services and based on how the other publishers implement their platform it is far likelier we will have better services (although again, not exactly or something "similar to" RSOF).
The good news to the RSOF users is we are likely to have actual Jmods involved on the new Jagex platform, as well as better communication in frequency asked questions, and tools on our accounts. We don't need and probably won't wee RSOF services like FH as Jmods will have first hand interactions on removing toxicity.
While it remains a possibility Jagex may retain certain current RSOF services like Clan Recruitments, where new technology permits, I don't think they are high priority to Jagex. Borrowing a page from platforms of other developers, we may be able to submit artworks, videoes and other content.
Not every developer/publisher has forums but they do have Community services on their platforms and they have their real employees handling them, I don't see why the new Jagex platform will be different. Services enabling the Jagex Community in closer and direct interactions with Jagex instead of forums, and have them removing toxicity? Why not? It is great news to most of the Jagex community.
