I think you are thinking of OSRS, RS3 has different criteria (Althoguh with that logic they should try to keep OSRS forums up).
Reddit is a nice alternative! Lots of positive people there. On forums I once had a guy who worked on derailing my forum thread by spamming it with 161 posts, btu I've never had any experience like that on Reddit

You can also post issues with more transparency on reddit (i.e. Hypothetically if a Mod started harassing you, just post that info on reddit & it wouldn't get hidden)

They seem to have considered players' preferences based on usage of Forums vs. other sites. In this case, perhaps players voted based on their activity.
I personally really enjoyed using the Forums and they were my go-to. However, appreciate that over time other players' preferences may have changed.
