That may be a problem with the browser windows providers in Java plug-in support. If so, install the RS3 client, or better Jagex Launcher instead.
Oh, it seems like you are using 2 monitors too. I'll suggest trying to get things work on 1 monitor first. It is always bad to rely on legacy technology stacks like Browsers that Jagex explicitly stated in their latest financial report risks on reliance on such legacy technology stacks need to be reduced.
As such, they are not just phasing out legacy browser technologies, they are standardizing our log in sessions with Jagex Launcher and Jagex Accounts. When we launch multiple windows with one monitor, perhaps just make the switch and forget about multiple monitors, especially legacy browser technology stacks on mulitple monitors.
It is not a cache issue. While I was a member, I had lodestones and the like show up, now that I am no longer, they disappeared. During that time I also used a second character which never had membership, whose map never showed lodestones, so I doubt my character simply started having the issue after I ran out of membership time.
