So last night while killing mobs across the world chat it said i unlocked omen the necromancy skill pet at like 9mil exp. I go to customization and its still grayed out and says i can unlock the necromancy pet through skilling. Do i need to be 99 to use the pet or am i doing something wrong?

Did you interact with the pet item that would have been placed in your inventory or bank? From the RuneScape Wiki article at

When a player receives a pet, they get a message, along with a world announcement, and a pet item in their inventory. If the inventory is full, it will go to their bank. If that's full, it will later appear in either the inventory or bank, whichever has room first. To unlock the pet, a player must click on the pet unlock item. It will disappear from their inventory, unlocking the pet in the Pets Interface.
