Checking if DHCP is enabled like you describe will not tell you if you have a static IP address. There's 2 reasons why...
Firstly unless your computer connects directly to the internet via an onboard card this setting will show the settings for the IP address of your computer on the Local Area Network on your router, not your connection to the internet. The DHCP settings for your internet connection will be in your router's configuration.
Secondly the DHCP setting determines whether your computer (or router) specifies its own IP address or asks the ISP to choose one for you. If you have a static IP address its more likely that DHCP will still be enabled, but each time you connect you will be assigned the same IP address by your ISP. (Doing it this way allows your ISP to change your static IP address without the need to access your router / PC settings)
