if someone was Lucky enough to get one from killing a creature - would that Only be done while using a Bond - ?? or is it Possible to get 1 while free player ??

The ring is a members item, so as long as you have a bond membership you have a chance of obtaining. It doesn't drop in f2p.

its a members item, you need to be wearing luck of the dwarves to be able to get it as a drop
