If they ban me for releasing the name of a scammer before they ban the scammer themselves they ought to be genuinely ashamed of themselves. This will be my 20th year on this game and they've let the community go to the landfill.

Accusing other players by name is not permitted on the Forums, as there is no way here to present any system evidence to support the accusations. That system evidence is available only to J Mods, when you make an in-game report. As well, you could be reporting someone whose account has been hijacked and is only guilty of poor account security and not the things you are accusing them of.
On the Forums, it comes down to one player's word against another (he said/they said) and therefore making accusation by name is not permitted.

If they ban me for releasing the name of a scammer before banning the scammer themselves they should be genuinely ashamed of themselves. 20 years on this game and they are letting the community rapidly deteriorate.
It's more about the fact that nobody on the forums can either validate nor invalidate your (or those of anyone else) claims about any other user. That being said, we've shared the advice to use the processes in place to report these matters to Jagex directly for review and determination of the consequence which is ultimately between Jagex and the unnamed subject player.
Jagex has access to players logs and activity in the game. We, fellow players on the forums, do not. Please don't throw away your own integrity for the sake of preaching to a choir that is trying to get you to use the same processes we all have to use for these issues and circumstances.

It happens since the introduction of the GE, but I think it falls into the category of trust trade and not scam. Jagex doesn't recommend trust trading but they don't take action against them either.

The actions of our fellow players (shady, fellow players in this case) doesn't necessarily reflect on Jagex at all.
When you encounter one,
report the player
, add them to your
ignore list
, and continue to enjoy the game without their troublemaking. Jagex will get to them - granted, not instantly. Sifting through reports and gathering evidence against a players infractions can take time given the size of the game and number of players.
When Jagex catches up with them and their account, will they come back on other accounts to continue? Probably so, because people keep falling for scams. There's a support article on
scams
and how to avoid getting caught in a scam, but scammers (both in-game and real life) are quite manipulative and are always changing up their schemes when people catch on.
If you see someone may be about to get scammed, speak up and inform them. Education about scams goes a lot further towards preventing them than punishing the scammers on their
account of the day
