I don't know why my game layout was totally changed but aside from feeling that jagex itself has mucked me around, my chat window is way too big and I cannot resize it, my mini map is too small now and my teleport and run circles are reversed making quick tele more difficult.
I liked the way I had it, but this is some feedback if I have to live with a system that worked for me which now has been broken by the game. I am proud of myself I used no profanity, and that was very difficult to avoid.

Hello Katy1910, could it be possible that by changing worlds you have accidently have chosen a 'Legacy World' which changes its layout to different sizes.

Legacy Mode includes:

Traditional RuneScape combat, with no abilities.
Interfaces styled from the pre-RS3—both resizeable and fixed.
Old-style minimap icons.
Life points back to a max of 990.
Old-style combat animations and stances.

OP, assuming you are playing RS3, chat windows, minimap are resizable, among vast majority of interface components, through Customizations. There are vast degrees of customizations in RS3, and in your case the simplest way to unlock the ability to resize components like chat windows and minimap is by clicking the "lock" icon on the top right corner of your Ribbon.

You can then resize or move your chat windows, minimap etc at your discretion. Remember to click the "lock" icon again to unlock the ability after you have done with your preferred customizations so you don't accidently change the sizes of your chat windows, minimap and such.

RS3 also provides us a very helpful way to save our preferred customizations with presets. We can save our current layout to not just one (1), but four (4) custom presets under the Settings -> Edit Layout Mode Interface. We are also given the choices to revert our layout back to New Player, Default among other standard layouts.
