I have the same problem and I think this is happening to lot of other people too. I posted this on Reddit asking the same question and got similar responses there. I reported this as a bug.

Edit: I mean there is nothing to interact with upstairs, I feel like I have scanned every pixel of the screen :D

I have the same problem, checked everywhere (upstairs and downstairs) for the building spot, nothing. I hope this is fixed soon because it means that I can't continue with the Hero Pass mission, and it's ending in two days.

It's there. Upstairs. Between the two portraits on the west wall. Hard to see, but it's there. I just did it.

Also, I have done the Christmas event that decorated Varrock. So if you haven't done it, I suggest you do. Just in case that has something to do with it.
