Since he never seems to leave Varrock, I don't see how he can train the skill properly.

No doubt he's waiting for the embargo to end, then he'll just spend a ridiculous amount of lamps on it.

Even if he's 99 necro he'd still be 138. You don't get 139 combat til you're level 100.

"Max" is confined to Varrock so they won't be able to level up Necromancy through rituals or through combat without making the death guard and lantern.

"Max" can be Max again eventually, I guess, as he can still make ghostly inks and candles in Varrock to train Necromancy, amid they will be very slow progression.
