If you are not in the middle of a saga, you won't have a saved point to restart from.

If you want to restart a specific saga, talk to Skaldurn and choose "yes, tell me a story". You should then an array of buttons to pick which saga to restart.

I hate this requirement and find this content to be the most frustrating and least fun I have had playing the game in a long time. Having to restart the whole thing if you mess up is dumb and the programmer should feel bad for making that a requrement to progress in a quest.
