When you are at 60 Necromancy, of course, you aren't able to do much just like when you are 60 mage, ranged or melee you have not much to talk about. Remember you need at least level 70's to even talk about Barrows in the good old days?
You will need to raise your Necromancy to at least up to the Hermond levels for Necromancy combat to start to flourish, but the good news is you aren't far from that.
As for level caps of other combat styles going to 120, I think actually on the contrary they are less likely to go to that level cap any time soon because we have new ways of progression thanks to the introduction of "class style" abilities with Skill Trees. Think when we can implement Necromancer as a class instead of skill soon, if not now already, we already have the blueprints for implementing "class style" abilities with melee/ranged/magic skill trees too so we may have different classes of mages and rangers and such. When we have fresh and other even more game changing combat content, we are less reliant on raising combat level cap without adding new content.
