If you find another player breaking the rules of the game, that should be reported to Jagex using the in-game ‘Report Abuse’ feature, so that Jagex will have evidence from their own systems needed to take action against them.

You may not accuse other players by name on the Forums, as there is no way to provide that necessary system evidence here.
