firstly when you examine, theres a red flag to report if you click next instead of searching for the name in the non existant chat then it will bring up a report for the person you examined, as shown in the examples shown below
(most the name has been censored as this is a purely random individual that ran past just left the first and last letter visible so you can see its the same person)
secondly unless you have some hi tech pc that can see whats controlling the player on the other side, only jagex can tell whos a bot and whos afking, it's very easy especially when your doing something repetetive to go into an auto mode and just click or keybind the same thing over and over paying little to no attention while you blindly stare at cocomelon's newest rhymes, just report them and move on, if they arent bothering you then theres no need to sit there for hours ranting over their existence, once reported jagex will look into them and will ban them if they feel theres reasonable evidence to prove they are using 3rd party software
