I only just heard about it from a clan member about using multiple accounts to cap at citadel and ive searched and read a bit about it but everything i found on the issue and question is about multi-logging on the same computer.

My questions on this is. is it still considered breaking rules when capping on multiple computers using the same internet connection at the same time? and also is it against the rules if youre using one computer on one internet connection and another computer on another internet connection?

Multilogging to cap on two characters belonging to the same person at the same time is against the rules because it's exploiting game mechanics. You may cap on as many characters you would like as long as you do it one at a time.

Mod Matthe answered this question on a thread from 2014 where someone asked the same question: Citadel Multilogging

His replies are on Page 1 Post 3, and Page 2 Post 8. There are a few other replies on the thread, including some from myself, that may help to further answer your question as well.

I have read those posts already and assumed the same answer which is why i am asking for verification from someone from jagex, but referring to the other posts that ive read already still does not answer my question as the ones ive read say nothing about family playing on the same internet, no offense. because going by that logic, if i played and another family member was to play it could still be considered multi-logging and thus abusing game mechanics. as i have quite a few family members that also play from the same house. thus me asking about multiple accounts on one internet connection or using multiple computers with multiple internet connections from the same house.

You may cap on multiple characters belonging to the same player. You may not multilog to cap, which was the initial question.
Family members playing on their own accounts at the same time on a single internet connection is not considered multilogging, as the accounts belong to different people.

Capping at the citadel on multiple accounts belonging to the same owner , no matter how many computers or internet connections being used, would be considered to be multilogging exploit gameplay mechanics, and is not allowed.

As long as the accounts have different owners, they can all be in the Citadel at the same time gathering resources. There's no issue with that.

Jagex wouldn't flag those accounts in this scenario because they would be able to tell that the accounts have different owners. If the accounts were only used for the Citadel (and nothing else), then that would draw their attention. ~ Sicariu
