As you all know Jagex has not made life easy for small or new clans. The seven day cool down, along with other annoying clan features, makes it difficult for small clans to compete with large established clans.
People come and go, and this impacts more severely on small clans than it does on large clans, who can more easily absorb the impact of a reduction to their member numbers.
Consider also the nature of the game, which has moved largely to PvM. As a result small clans based on skilling, social and community, questing, and PvP have an uphill battle in recruiting members, compared to clans specializing in PvM.
Large clans also have the advantage of usually having more people willing to constantly bump their clan recruitment threads. Small clans usually only have one person who maintains and bumps their clan threads.

No, I am not talking about a merger. I am talking about how we, as small clans can help each other. Lets start small and grow from there.
Lets call this "The Grand Alliance"
Now there are
1) We must have no conflict of interest. We are a skilling clan. So we dont want an alliance with another skilling clan. But if you are not a skilling clan, then we can help each other.
2) We must share similar values. Our clan members are mature teenagers or adults. We have no interest in being associated with a clan run by immature, edgy or obnoxious people.
3) If the nature of our clans changes, we must inform each other. For example if we change from being a skilling clan to being PvM. I failed to keep my New Year's resolution before I even made it.
