Clan owner perm banned

Our clan "miL" owner got a permanent ban. So now we need a new owner, I saw a "Inactive Clan Leaders" thread in forums, but it requires to have clan deputy, which we don't have. What should we do now? Can Mod assign a clan member with highest rank to be clan owner?

I believe if there is no Deputy, you can ask on the Inactive Clan Leaders thead for the Owner's position to be passed to the next highest rank. I'm not 100% sure on that, but it doesn't hurt to try
