We had a clan member go AWOL as a admin and completely remove the clan ban lists to allow all his mates and others in to create issues. is there not an option to restrict who can un list the ban list? its just silly. it shows when adding to ban list but not when deleting. very frustrating.
I'm sorry to hear that this happened, and I can empathize with you as my clan had an issue with that in the past.
All ranks Admin+ have lots of permissions given to them by default that cannot be altered, until Jagex cleans up the spaghetti code that the clan system was written in. These permissions include: Kicking, Promoting, Demoting, and Adding/Removing players from your ban list.
These are some of the reasons you need to be extra cautious about who attains an Admin rank in your clan. Nonetheless, from what you said, it sounds like there is a broadcast in your Clan Chat when someone adds a person to the ban list, but not when someone is removed?
If so, this can be turned on in the Clan Broadcast Settings, which is accessible by default to the Clan Owner only. This can be given to all Admin or higher ranks, but I highly advise against that. There are a lot of great notifications in those settings, and I recommend turning just about all of them on.
The Broadcast Settings can be found under Clan Settings on the same interface that you can toggle whether Guests can enter/speak in your Clan Chat. If you are unable to edit them, the button will be greyed out, and you'll need to ask your Clan Owner to edit them, or give your rank permission to.
I believe from what you said then is that its displays in my chat when i add to the ban list it must not broadcast it. It is such a simple thing that has given issues to clans for years. I don't understand why it is something that cant be controlled. It took years to get shown who had the avatars so i see no real input from the Jagex team up comming.
I'm sorry, but I'm not understanding what your issue is.
With the Broadcast Settings turned on, you will get a message in your Clan Chat when someone is added to or removed from your Clan's Ban List.
These would appear in the chat as:
[Clan System]'Player A' has added 'Player B' to the clan ban list.
or
[Clan System]'Player A' has removed 'Player B' from the clan ban list.
These messages would be visible to all clan members that have permission to view the broadcasts, which can be toggled to be viewed by any rank. With these turned on, and basic communication between clan members, no one should be able to add/remove bans without anyone finding out about it.
I hope that clears things up a bit.

Oh know i understand what your saying. Following up this post. But there should be a clan chat permission option for who can remove clannies. Unless i have not found it. As it should have some logic towards it. 3am in the morn. you cant do anything about it. no ones there

Hi Pointclick
Awful thing to have happen to your clan; sorry that happened.
It would be great to be able to edit these permissions more. Lots of clans would be relived if this came to be. One day, maybe?
