There should be a fix coming for this with the next game update (Tuesday UK time). If it still persists after that, submit a bug report, then post back here and I'll try get a Jmods attention for you

Update: The fix isn't coming with the update, but I have alerted Mod Shauny to your issue. Hope it's sorted ASAP

Ah :/ I figured that's what would happen. I was curious to see if the leave option would check for your membership status or what world you were on, so thanks for checking. That would've been one heck of a workaround for helping people with this issue though.

The reason, you're getting that message is because last week or this week more than 5 clan members visited your citadel.
You just need to go into the Citadel itself and then trigger the leave button there.
(The Clan Update did this to try and be more secure with clans that recently had more visitors, if you still can't disband, shout)
Essentially, the issue results from more than 5 clan members entering a Citadel during or prior to the week you attempt to disband the clan. During that period, you're supposed to disband the clan while in the Citadel, but this isn't working.
However, if 5 or more clan members had not visited the Citadel, you should be able to disband the clan without issue. If you wait a week from your first attempt, disbanding should work. But, if the problem persists, you're stuck until a Jmod is able to help you out.
As J4ron said, Mod Shauny has been made aware of this thread, so he'll get around to helping you when he is able to. Unfortunately, it's the weekend, and he won't be back in the office until Monday.
There is a fix for disbanding that will be coming out soon as well, but I'm not 100% certain on the status of that right now. ~ Sicariu
