One thing to keep in mind when recruiting is that clan size isn't everything. Recruit, but don't spend literally all of your time doing that. You need to make your clan worth staying in for the new members who join.
Focus on your clan type, whether it be social, community, PvM, PvP, minigame, etc. based, host events centered around a common interest. If your members enjoy the clan, they might ask their friends to join, which will help you build up some new members.
If recruiting in game, pick a crowded area, such as the Grand Exchange, Prifddinas, etc., and place a Vexillum. Ask players if they're interested in joining a new clan (specify that its new). You can also respond to threads in the

section where players looking for clans to join post for responses from established clans.
Post a descriptive recruitment thread in whichever recruitment section best suits your clan. Keep in mind that you can only have one open recruitment thread at a time which can be bumped back to the front page by posting on it, or by clicking the "bump" button if you're the person who posted the thread. Give some basic details about your clan that potential recruits should know before joining. I'd recommend reading other clans' recruitment threads to get some ideas, but each thread should be unique. If you copy wording from another clan's thread, yours will end up getting locked.
And most importantly, don't get discouraged. It can be difficult to build up members for a new clan because lots of players are already in clans, and some aren't interested in joining one. If you're dedicated enough and have a good team helping you build the clan up, I'm sure you'll get there in no time.
