If i am upgrading my citadel from tier 6 to 7.
Do i need all 25 members to cap in 1 week, or can it be spread out over a long period?

You need to have 25 members visit your Citadel each week in order to make progress towards the upgrade, but the upgrade itself can be built over an extended period of time. All of the resources needed can be gathered over several weeks or months as long as the upgrade is set until it's completed. ~ Sicariu
