Cant create clan

Hi guys!

I've just started playing RS with a bunch of friends and we went down to the clan camp to make our own clan. We got the charter, lined up four friends and used it on all of'em. Then I went to the scribe and talked to him. He keept saying I needed 4 ppl in the bloody charter.

We been doing this over and over again for almost 30min now, but nothing works.

Any clue?

No info about restrictions, like lvl's or compleated quests or what so ever, so it should work, right?! Or is it broken? We doing it again now with another 4 players and got the same results. Both tryed talking to the scribe with the full charter in my inventory and tryed to use it on him after invited all 4 .. . doesn't work!
