PROBLEMS WITH CLAN SETTINGS

You are correct in saying that anyone who is Administrator and above in a clan can potentially remove another ranked user from the clan. There isn't currently a way to change this.
Depending on how you wish to set your ranks up, you may wish to set anyone who you don't want kicking other users out of the clan to be set at General or below. If you're worried about knowing if users are kicked, you may wish to use the clan broadcasts feature, or potentially an external clan-tracking fansite to track who joins and leaves your clan at any given time.
Unfortunately, this is just the way the Clan System is coded.
Anyone Admin or higher can, promote, demote, kick, or ban/remove bans, and there is no setting available to change this. I would highly recommend putting serious thought into who you allow to become Admins in your clan because of this, and as AJ suggested, the Clan Broadcast system will send a message in your chat such as:
[Clan System] Player A has kicked Player B from the clan.
[Clan System] Player A has added Player B to the clan ban list.
[Clan System] Player A has removed Player B from the clan ban list.
This way, you (or any clan members online at that time) can be alerted immediately if something happens. These can be found under Clan Settings > Settings > Broadcast Settings.

And just to comment on this, if you toggled a setting on for Kicking from your Clan Chat, that setting is the Minimum Rank allowed to kick Guests from your Clan Chat, not members from your clan.

Potentially (and hopefully), yes.
There was an option on the RuneScape 2017 Survey to support improvements to the Clan System, which was also the most supported idea on RuneLabs. So, there is hope that it will come next year, but you never know what else could potentially take priority over it. ~ Sicariu
