Scroll to the top of the site:

Community > Clans > Forum

You can create a new thread / use an existing thread.
The thread ID is on the top right.

In the game, enter the ID via Clan Settings > Official Clan thread field.

As Vivek mentions above, the thread ID for the vexillum isn't meant to be a link to a quick find code on the RS Forums, but a thread ID from the your clan's personal forums attached to your RS Clan webpage, as reached through Main Menu > Community > Clans

Make sure that you "sticky" the thread on your private clan forums or it could auto delete after a couple of weeks.
