I was wondering why it has to be so tedious to track clan fealty of other clan members as a clan owner. Is there a specific reasoning behind it?

Could it be listed under the clanmates list on the clan section of the community tab?

Or am I completely missing another way to figure out my clanmates fealty unless they've entered the citadel.

If you have a ranking system and a member hasn't logged in while you've logged in and they haven't visted the citadel in two weeks, how am I supposed to know that to allow them to keep their ranks or not?

I understand that is impossible to see what resources have been gathered, but I don't see how that correlates with fealty.

In my clan it is up to each individual to make sure that a rank knows they have done their part at the citadel - I have permission set so that lieutenants and up are able to check resources gathered or fealty for ranking purposes. So it doesn't just have to be you checking them.

The ranks who have checked post on the weekly clan thread who they have verified as capped at the citadel - but if you aren't checking full caps the same would apply. If clan mates want the ranks, its not difficult in a week to catch someone online to check it for them,

If you have members who log in at different times to you, then ideally you need ranks to cover those times too.

Having said that, heres hoping the clan permissions re-write makes it through the vote and that there is something in there that will help with this.
