SImple answer - yes

You must be at least Admin rank, and have the Avatar Warden title, to be able to see the option to summon the avatar.

You must have the job title 'avatar warden' and the rank admin at least or above that rank. If you just have the rank, and no job title with it, it will not allow you to summon it or give the option. LODJ RS3 Division
