Not sure about #3 though, recent wbs tourney saw seasinger offhands, isn't it the norm to use t85 offhands now?
Also what about defenders, do you guys count it as a shield or an offhand? When you wield them they activate offhand override so i'd assume jagex made them that way.
The RSW warbands style ladder attempts to mimic a real warbands-style fight, it was our decision that use of a seasinger offhand would be rather uncommon in an actual warbands event, due to large amount of time it takes to obtain one and its untradeable nature- the same goes for the tetsu washizaki. On the other hand, Chaotic offhands (longsword/rapier) and the virtus book are much easier to obtain and easily replaceable- making them a good choice for a warband event. We also discussed restricting ring and pocket slots, as most tend to use superior leviathan rings or insignias (also not things commonly risked in a warband event) but decided since they are too easily hidden with the examine off feature, that those items would be left unrestricted.
As for defenders, I'd assume since they are not mentioned, it'd be best simply not to use them for the time being until they are discussed. I'd like to say they'd be capped at t80 and count as both a shield and an off-hand, but that is just my opinion.
