I want to make a clan for just me and two other people, is it allowed to just use two double accounts to do this?

Yes, this is allowed. But, why would you want a clan for just three people?

A clan with less than 5 members is hardly a clan. Additionally, Clans lose all functionality if the member count drops below 5, and Citadels require a minimum of 5 active clan members (with membership) to maintain the weekly upkeep requirements.

In this situation, your Clan would have the same functionality as a Friend Chat unless all 5 accounts have active membership, remain in the clan, and are all used weekly to maintain your Citadel.

My recommendation is to use a Friend Chat instead of a Clan if you have no intentions of recruiting. ~ Sicariu
