please add clan mail, something like some ranks can type a message and post it and it pops up on the screen (of course u can exit it out) but everyone in the clan well see the message when they log in is the main point

This has been a suggestion for a long time, not just for clans, but for private messages as well.

It doesn't seem like this will be coming into the game anytime soon, so you would have to resort to various off-site platforms to stay in touch with clan members who are not logged in.
