Just the normal amount for upkeep of a tier 5 citadel you'll have to forgive me as I don't know the numbers off by heart for tier 5 but if you go into the "citadel information" interface and select "view resources" hover over the icon of the plot and it will list an "upkeep" value.
Otherwise go into "View Job List Interface" and make sure it is 100% which means upkeep for that plot is done and once they are all at 100% upkeep for the entire citadel is done.

Unless I am mistaken you just need the 5 people to bring it back to how it was pre dilapidation.

Once the citadel dilapidates you need to ensure that on that week you get upkeep, when the citadel resets the following tick all will be back to normal, though if you fail to meet upkeep once the citadel is in its dilapidation state the following week your citadel will go down to tier 4.
