I did that quest ~1 month ago and I didn't succeed on my first attempt, but then I found that kiting (hit-and-run technique) is the best bet actually. Try to stay out of melee distance as much as possible, run around the arena in circles, shoot, run, shoot, run... until the next phase is triggered. The blisterwood ranged weapon works fine. If you prefer mage, it works to take runes into the fight.
Anticipate often to avoid being stunned, and Freedom when the stun hits you anyway (or anticipate was on cooldown). Keep the protect or deflect melee prayer on, and occasionally use the devotion ability if you have it (otherwise debilitate is your next best option; both require 50% adrenaline though).
Don't know how much combat you do outside of quests, but for this one, having at least anticipate and freedom and possibly a few other defensives (especially devotion/debilitate) and also prayers (at least protect from melee) keybound on one of your action bars sure helps.
Unless you're really struggling with prayer points, you can also use damage-boosting prayers like rigour (if going with ranged) or augury (if using magic) to phase Drakan faster.
