can't find third spooky scarec

Did the new necromancy update break Once Upon a Time in Gielinor: Fortunes mini quest? I can't find third spooky scarecrow marker to continue the quest and it appears the underworld portal portal is on top of the marker where the scarecrow is supposed to go. Can someone help me?
