Help with Imcando Hatchet

I have all 4 pieces of the hatchet, a dragon hatchet (on my tool belt), 1 mil coins, and a redberry pie and yet when I talk to Thurgo he won't make the hatchet for me. Idk what I'm missing. Do I need to take the Dragon Hatchet off my Tool Belt?

Update: I can't use the Hatchet off my belt, I went to the GE and bought another Dragon Hatchet and it worked. Please fix this Jagex.
