I'm fairly new, and the wiki page said that Jack Oval in Taverly would tan my hides for free. However, I can't seem to get him to do that. Was there an update that changed it? I think I missed that. Thanks.

Yep he won't let me do it either. Could be a bug with the path system or something. I've sent in a bug report.

While reading patch notes I came across of this.
Moved the hide-tanning option on the Burthorpe Crafting Tutor to a separate tanner NPC at the edge of the cow field, so that interacting with the crafting tutor is less complex.
