Mogre glitch?

Best I can figure is that jagex has some kind of anti Mogre killing lock on my account. Despite having completed kenniths concerns I can spawn the Mogre at mudskipper point. I bought all the shakers and fishing explosives and all I can do is get a message saying all the fish are scared away. I’ve watched videos on it and it’s just looking like my account is incapable of going further with area tasks because Mogres just don’t exist in the game for me. Also I know somebody is going to cry about something being wrong with my forum post but I spent 15 minutes trying to find what forum to post to
