It looks like the Halloween update changed the locations for the quest as the guide map on the wiki does not match the one in game. The three scarecrows worked for some reason, but there is absolutely no stand on which to place the sword whatsoever in the area west of Death's office.

Is this a glitch?

It should be in the area west of the scarecrows, double check if it's there. Otherwise, bug report it and wait, as more people have been getting this issue.

Yep it appears it bugged around Halloween event. If it doesn't get fixed Monday, it probably will be when the event gets removed. Life is like a camera: Just focus on what's important, capture the good times, develop from the negatives, and if things don't work out, take another shot !
