T3 Well of Souls problem

I have Command Skeleton and Conjure Skeleton unlocked at the Well of Souls. I have 48 necromancy and I am unable to lock T3 abilities.

Here is what I have achieved so far:

3 talent points available
400 souls
Finished Rune Mythos

I would like to know what I need to do to unlock the T3 abilities.
