Tier 70 power necro gear help

I'm trying to upgrade my tier 70 necromancy gear to the power version but I apparently I don't have the right base armour and weapons regardless of having the full materials in my inventory any help would be appreciated

Have you also completed Kili's task to unlock T70 power armour?

Also, do you have T60 armour in your inventory?

I have and I just figured out where I messed up I was trying to turn tier 70 into tier 70 power instead of tier 60 to tier 70 power thank you tho you still really helped
