''The Lost Tribe' quest bug

I am stuck in the 'The Lost Tribe' quest because of a game-breaking bug.

I have proceeded with the quest until where my quest logs says "I should find the missing silverware". So I head down to the basement of Lumb Castle, squeeze through the blocked tunnel with a light soure, grab the Brooch and head back to the duke.

Here (according to the wiki and some quest guides on YouTube), the Duke should offer a chat option for me to say "I dug through the rubble...".

It doesn't. Instead, I can ask the duke "What was I doing again?", to which he answers that "we are preparing to go to war with the underground goblins over the missing silverware. If you think the cave goblins are innocent you should present evidence quickly."

Meaning the Brooch. Which I have in my inventory, but can't show the Duke ('use on' doesn't work either).

Here's the thing. There was no rubble when I went down to the Lumbridge cellar. I was able to squeeze through it directly. I might have dug through the rubble way back, before I started the quest. Anyway, I can't dig through it again, and I suspect this is why i can't tell the Duke that "I dug through the rubble..."

I have submitted a bug report but this is some weeks ago, and this bug is really keeping me from progressing through a quest, which is keeping me from progressing through many more quests.

What do I do?
