Desperate Measure altered sky

I finished the quest and the sky is still black. Tried running back to places to see if I can talk to someone. Also deleted cache. Not having any luck.

Right click on the 'World Map' icon in the bottom right corner of the mini-map and choose "Skybox/Filters"



On both the Skybox and the Filters tab, select "Clear"
